Delegated authority from WICC Program Manager (PM) to execute all FEO, IPMO, and MAO functions effectively and efficiently Makes hiring decisions for positions within the Engineering Division Provides dismissal and advancement recommendations to the PM Responsible for providing engineering expertise to meet WICC II requirements at the Wallops Flight Facility (WFF): -Project Management -Engineering Support Services -Facility Design and Construction Projects -Commercial Project Management -Emergency Preparedness and Response Projects -Engineering reviews and planning -Leads the review, cost estimation and approval process for large IDIQ construction tasks. -Process development and improvement and QA in conjunction with the -Corporate Quality Manager -Responsible for providing expert advice and guidance to WICCII management in project management and design of new buildings and renovations of aerospace facilities -Selects and manages subcontractors performing support A&E and other Professional Services Executes all requirements of SOW 2, SOW 4 and SOW 13 Administers SOW 4 IDIQ work in collaboration with IPMO, providing design/build capabilities and expert cost estimating, construction and design advice Supports O&M by providing engineering expertise and advice in the operations, maintenance and upgrade of all Wallops systems Provides expert advice on all WFF Utility Systems, including Storm Sewer Systems, Electrical Distribution Systems, Emergency Management and Response Facilities Provides expert advice and works in support of all Public Works type projects Supports WICC Commercial efforts Oversees and directs a technical staff involved in support services that include design, drafting, configuration management, GIS services, surveying & AutoCAD drafting Develops processes and applies procurement principles in the planning, acquisition, and management of subcontractors performing construction and A/E Consultants performing design services Provides public works budgeting and financial management expertise Provides full life-cycle engineering processes to identify and mitigate design, production, test, and field support deficiencies of mission critical facilities Collaborates with engineers internal and external to the organization to advance various partnering goals Works with NASA and Navy officials as required to ensure contract compliance across various areas of the contract as applicable Works with Contract Quality, Safety and other technical divisions to create and standardize processes

Requirements

Masters Degree in Engineering or related field with 7 years of experience, or Bachelors Degree in Engineering or related field plus 10 years of experience; Licensed Professional Engineer Minimum 10 years of project management and operations of comparable complexity, and Must be recognized as team-builder, experienced technical manager of major government contractor projects, and experience working with Federal, State and Local government officials Must have management experience of Public Works and/or Facility Engineering projects of significant complexity and breadth Must possess excellent team-building skills Must possess the ability to communicate effectively with government officials, engineers and contractors Must possess excellent technical writing skills
